Warning on Timesheets and Time Clocks

This is a feature that warns the user when entering time on a file if that file meets certain criteria:

If the file is exposed (if trust funds on the file do not cover all the expenses).
If there are outstanding debts (if the oldest outstanding invoice is older than a certain age).
Exceed cost agreement (if total time, office cost and/or disbursement have reached a certain % of the cost agreement).
